If one is visiting the main centres in Portugal and or the main tourist areas, it is almost certain that there will be people around who can speak some modicum of English.
In the interior rural areas, one may encounter some difficulty in finding English speakers, but even in these areas, as the Portuguese have for centuries been travellers, one cn usually find someboday who speaks a few words of the Bard's tongue.
